Legislation Pending Prohibiting “Chemtrails”

The term “Chemtrails” has been fact checked and debunked for years. According to experts, it’s a conspiracy theory surrounding contrails (“condensation trails”), which are vapor trails produced by aircraft engine exhaust or changes in air pressure. They are primarily composed of water in the form of ice crystals.

But I’ve asked myself, if the above fact-checking statement was true, WHY are several states, including Pennsylvania, introducing legislation to ban so-called “chemtrails” (without calling them chemtrails)? Let’s take a look.

Pennsylvania

Pennsylvania passed the Act of Jan. 19, (1968) 1967 Weather Modification – Regulating Rain Making, which provided for regulating and licensing of rain-making activities and creating a Weather Modification Board within the Dept. of Agriculture.

The act states, “The public interest, health, safety, welfare and necessity require that scientific experimentation in the field of artificial nucleation, and that scientific efforts to develop and increase natural precipitation of rain, snow, moisture, or water in any form contained in the atmosphere, within the State, be encouraged in order to develop, conserve, and protect the natural water resources of the State and to safeguard life and property.” This included cloud seeding operations that spray silver iodide.

In March 2024, Senator Doug Mastriano announced via memorandum he will soon introduce legislation that “will amend the Cloud Seeding Licensure law to ban the injection, release, or dispersion of chemicals, chemical compounds, or substances within the borders of Pennsylvania into the atmosphere for purposes of affecting temperature, weather, or intensity of sunlight.”

But similar legislation did not start in Pennsylvania:

Tennessee

Earlier this month, Tennessee lawmakers became the first state to ban chemtrails by passing SB 2691/HB 2063.

The bill states: “…it is documented that the federal government or other entities acting on the federal government's behalf or at the federal government's request may conduct geoengineering experiments by intentionally dispersing chemicals into the atmosphere…the risk to human health and environmental welfare from broad scale geoengineering is currently not well understood;”

“The intentional injection, release, or dispersion, by any means, of chemicals, chemical compounds, substances, or apparatus within the borders of this state into the atmosphere with the express purpose of affecting temperature, weather, or the intensity of the sunlight is prohibited.”

New Hampshire

New Hampshire may become the second state to outlaw the spraying of aerosolized particulate matter into the skies.

The Clean Atmosphere Preservation Act (HB 1700), introduced in February 2024, intends to prohibit “the intentional release of polluting emissions, including cloud seeding, weather modification, excessive electromagnetic radio frequency, and microwave radiation and making penalties for violation of such prohibition.”

Additionally, “This bill establishes a regulatory process to prevent the intentional release of polluting emissions, in New Hampshire's atmosphere and at ground level and provides penalties for violations…”

Kentucky

Kentucky lawmakers introduced SB217 in February 2024. It’s intended “to make findings and declarations regarding the dangers of atmospheric polluting activities and the Commonwealth's authority to prohibit geoengineering… require the Department for Environmental Protection to issue a notice to any federal agency … that those activities cannot be lawfully carried out in the Commonwealth; require the department to prohibit foreign states or international bodies … from engaging in any atmospheric activities over the Commonwealth; … require the department to investigate reports of excessive electromagnetic radiation or fields caused by humans…. to make knowingly engaging in geoengineering a Class D felony and subject to a civil penalty of not less than $500,000.”

Rhode Island

In March 2024, lawmakers introduced The Rhode Island Clean Air Preservation Act. Its intent is to establish regulations to prohibit stratospheric aerosol injection (SAI), solar radiation modification (SRM) experimentation, and other hazardous weather engineering activities.

South Dakota

Introduced in January 2024, SB215 would “prohibit the intentional release of polluting emissions into the atmosphere by cloud seeding, weather modification, excessive electromagnetic radio frequency and microwave radiation and providing enforcement and penalties for violations.”

Illinois

The Illinois Legislature introduced the Weather Modification Act (SB0134) in 2023. This act would provide that “any form of weather modification shall not be allowed in the State, including the seeding of clouds by plane or ground…. Effective immediately.” It defines "seeding" as a type of weather modification that aims to change the amount or type of precipitation that falls from clouds.

The fact is, chemicals have been sprayed, injected, or otherwise dispersed into our atmosphere for a multitude reasons…. along with electromagnetic radio frequency, and microwave radiation. Common sense tells me that if condensation trails can be called “contrails”, then chemical trails can be called “chemtrails”. What you call it doesn’t really matter. Most importantly, what is being done to our skies to affect temperature, modify the weather, or the intensity of the sun with no long-term studies on the effects of the environment, wildlife, and humans???

I am a strong believer that whenever man attempts to play God, the long-term outcome is rarely positive.
